Levin is wrong as usual. The special counsel will report on whether the behavior of any party, including the President, appeared to violate criminal laws….in the case of the President, its up to the House to decide whether that behavior constituted a “high crime or misdemeanor” warranting impeachment that in turn , would be tried by the Senate as to whether he should be removed from office. The special prosecutor was appointed by the President’s own appointee to be the Deputy AG…someone the President himself said is “universally respected”.
