A New York Republican outlines the ballot order for the April 24 primary, which has Ron Paul on top, followed by Newt Gingrich, Mitt Romney, and Rick Santorum. It was determined by a lottery.
All four made it onto the ballot, after a few challenges to Romney and Santorum, the source said.
The nature of the Romney challenge wasn’t immediately clear, but it was apparently resolved. The Santorum one involved a delegate from Queens who said she’d never actually agreed to be one, but who was ultimately replaced in time.

I guess they had to get him to the top of the ballot somehow.
