Every yid is a big tzaddik! The important nekuda is that some are more of a tzaddik than others, every yid has a bit of a taddik in them its just about bringing the tzaddik out. The people (criminals) who you are referring to are avada on the outside absolute reshoim gemurim, but if you take a little look deeper, you’ll find that there is actually a tiny bit of a tzadik down there.
