But some people mean their Rebbe, whoever he is.

Phil, I’m not suggesting anything other than what Halacha clearly delineates. There may be a heter in certain circumstances, such as which you describe. But even so the heter is only to the extent absolutely necessary, and no more.

It directs them to a NASI website where it implores the boys to start dating/getting married at 21, advises them to leave Yeshiva in Eretz Yisroel earlier, start the shidduch process while in Yeshiva in EY or better yet go to an American Beis Medrash instead of one in EY.

But note that Starr operated under a much different law than Mueller. Starr was in charge under the law he was appointed. Under the law Mueller was appointed, the Attorney General was in charge.
