This is a horrible question completely unsuitable for this forum, as if other factors besides Hashem decide a person’s wealth. Ki lo yechdal evyon mikerev haaretz, the sorrow of the poor is not caused by the millionaires, it’s alleviated by them.
Some posters have conflated the idea of tznius by women, which includes not drawing attention to oneself, and tznius by men. While men are also supposed to be humble and unassuming, lacking in this area relates to bad middos, not a violation of halacha. Women, however, are in violation of halacha if their clothing or actions draw attention to themselves, just as if they would be wearing inadequate clothing, as is evident from the amorah who tore off a woman’s coat because it was red (berachos 20).
So now Reb Eliezer is a self-proclaimed posek who uses taamah dikrah to extrapolate novel halachos that have no acceptable sources (unless you count YWN coffee room). Reb Eliezer, I would run that shtikle Torah by a competent Torah scholar before acting upon it or paskening for the masses. You can simplify the question at hand: “Can a goy act as an agent to deliver a shalach manos?”
