Presumably, I agree that one is required to fulfill all chiyuvim in the torah, and that there is never a situation (except for those mentioned in halacha) when one is pattur from fulfilling a chiyuv.
But, I would have expected you to also agree, that from Hashem’s point of view, there are many times when one appears to be breaking the torah, yet Hashem knows it was too hard for this person, and judges them accordingly.
That is why we have such ideas as the navi saying that in the time of mashiach ??????????? ?????????? ????? ??????? ????????, ????? ????? ???????? ???????? ??? ??????? (malachi 3:18), because now, we cannot tell.

For two reasons:
Firstly, it is crazy for these couple of nuts from queens to set the baseline by which all shadchanim will now expect to get paid. (As one of my friends told me- “I have a 30 year old sister; does this mean every shadchan will now ask her if she is signed up with this for 13k?”)
I want to know: Just who gave you permission to do this? Just who allowed you to change the way shadchanim will expect to be compensated?
Secondly, while you rightly point out that 13k is not a lot to pay to get married, and people do spend more than that on a wedding, you are asking people to put up the money without knowing whether it will be years before they get married. These are large sums of money, most of us don’t have it lying around. I can’t imagine very many people will join this.
*I use the term retarded, because I am personally acquainted with some fools, idiots, dolts, stupidheads, morons, knuckleheads, shnooks, and fat people, and I would not want to use their condition as a pejorative.

Though I am not sure they have so much on out clauses, as they are a used mostly in intricate large-scale contracts, where there are very many contingencies. Ordinary contracts are in fact very difficult to terminate without breaching. I presume that is why they instituted the “efficient breach” as a sort of legal shortcut, with a minimum of messiness.
I believe Restatement (Second) of Contracts is the preeminent directory, but I have never waded through it. Thank God I’m not in law school. 🙂

Firstly, I don’t know the first or last thing about this particular circumstance. So I can’t possibly know if it was really the best thing for the daughter. I was glad that the mother made a decision that was hard, with her daughters best interest in mind.
Secondly, (here comes head biting), sometimes Hashem puts us in hard circumstances which we can change. Like this one. I don’t see why you need to do hard things which you can change just to prepare for the ones you can’t. There are enough hard things which we actually cannot change, to provide all the training required.

You are probably referring to Brown v. Board of Ed.
That case was talking about racial segregation, and it specifically limited its discussion to racial segregation in schooling. When that case was handed down, it was not considered to mean that all racial segregation was unconstitutional.
Also, note the difference between “unconstitutional” and illegal. Unconstitutional things are only prohibited for entities which are regulated by the constitution. (So for example, I am allowed to establish religion, and it does not violate the first amendment.)
The federal courts treat gender discrimination differently than racial discrimination.
But, besides for the US constitution, there are federal and state laws which also prohibit things.
I have no idea if this was illegal or not.
