for you the the-art-of-moi i shall clarify up. There is a problem in many neighborhoods that women dress in ways that are technically tznius but definitely attracts mens attention. Weather it is a flashy style or a little too tight it still has men looking at them. I can personally say as a Baal Tshuva i have seen many non religious women who werent technically tznius but chose clothes that didnt attract attention to themselves. I can personally say it is a nisayon for me.
