As I understand, it only (almost) completely stopped once they moved to countries where the secular authorities stopped them.

They are saying as long as we (as a community) pay taxes to fund these entitlement programs at the generous level they are being funded and offered, we (i.e. our community members) who qualify for it at the current levels will take full advantage of it by applying and accepting the full aid they are legally entitled to.
That being said, we take the position that the level of the entitlement programs should be less generous, and thus less taxes collected for them, and we will accept them being at a lesser benefit level.

So anyone purportedly maintaining Sephardic traditions and minhagim would be supportive and accepting of such marriages as Chacham Ovadia Yosef stated should be the case.

Incorrect. In general it is in fact not allowed. Then there are exceptions. But the exceptions don’t mean the general rule is non-existent.

The internet, for some who have gone otd, facilitated their having gone otd whereas they otherwise would not have, whether for lack of initiative, for lack of knowledge, for lack of doubt, for lack of ability, for lack of finding resources or for other factors.
