If you want a phone that works in the US and in Eretz Yisroel, then it should be unlocked. This just means that it can be used for more than one service provider. I have found that phones on AT&T and T-Mobile tend to work overseas, because you can put a new Sim card in them. Sprint and Verizon tend not to be like that, although I have seen Verizon with a sim card lately. If you have an existing phone that you want unlocked, you can ask the carrier you are on to unlock it for you. They may agree, especially if you have been with them for a while. If not, there are stores that will do it for you, usually cell phone stores in malls, etc. If you just want a separate phone for EY you can but there.
