If they know they are dressed against halacha and still dress that way, they should still be told it is incorrect. Just as if you saw a frum woman sitting in a McDonalds with a cheeseburger.

Why would it be difficult to obtain a Heter Meah Rabbonim? It doesnt say anywhere it has to be big rabbonim. You can get a 100 kollel guys with smicha. Nothing would make it halachicly any less valid as a result. (And it is only needed as a result of a cheirim/takana/minhag that even not all sectors of klal yisroel was mekabel in the first place that would necessitate the Heter altogether.) Why would you think otherwise?

Menachem: No such posek or godol exists that allows public display of knees and elbows. They are all assur. It is black and white in this case. You wont find a single one. At most there is a discussion of where the knee and elbow begins. Hence the inability to name one, cloaked in a claim of not wishing to name even a single one.

it might be a minority that aren’t dressing tzniyus, but what about the majority that does nothing? They have the tacit support of the MO in the area. where are the MO pulpit rabbis klapping onthe bimma and demanding longer skirts? it being aminority is no excuse as you yourself said.
and how exactly can neighbors “turn over”anyone to the police, when the police themselves cant get anyone? based on hearsay? and what will the crime be exactly? yelling prutza in protest isn’t a crime. (the spitter is a different story.)
