It used to be the case that you had to be on a student (or similar) visa for those 183 days. Is this still the case?
If it is, then it’s often worthwhile for even bochuring to get the visa straightaway in order to start the clock ticking asap.
The only thing it might affect is claiming back VAT when you take purchases out the country (not sure about this).

Ah yes, should have said. You need to cover all air bricks, vents and holes that are within a metre (or perhaps more) of the ground with a wire mesh with holes that are too small for a mouse to get through. They can wriggle through the tiniest of gaps and chew around to make the hole bigger. Pest control companies are experts at this but if you DIY, make sure it’s a strong wire mesh with fairly small holes (perhaps max 1x1cm).

The best traps are the sticky pads as they’re not dangerous (though a pain to remove if it gets stuck to something or someone). K9 on Android isn’t much good, TAG don’t recommend it. There are alternative filters and app lockers for Android which, combined in the right way, allow the phone to have filtered web access. They can be locked down almost as effectively as a iPhone, neither are 100% foolproof.
K9 filtering on the desktop is, despite many claims to the contrary, the best overall filter but the mobile version is nothing like the desktop one and should rarely be used.
If K9 do produce a filter for Blackberry, I wouldn’t trust it either, and doubt that a good filter will come out for the Z10 for quite a while. Blackberrys, both old and the new Z10 do allow you to block the browser altogether, but having filtered web (i.e. you get to use the browser but sites are filtered) on Blackberry is far more complicated, especially if you don’t want to pay a monthly fee.
OP: If you care about filtering on mobiles, then call TAG or Venishmartem.
Find a rov or someone that can tactfully explain to him that it’s likely halachically problematic to daven this loud (???? ??’ ??). Some hold of the zohar that we should enunciate the words yet not make them audible to the ear, perhaps a rov would matir him to do this from now on.
Failing that, the point of a mokoim kevuah is to aid concentration, in this case it isn’t, so you’d have to consider moving.
Otherwise try earplugs. (Seriously. One Rosh Hashana the guy behind me was davening too loudly and it being yom hadin and there is a certain minhag to do so, I discreetly put my fingers in my ears under my talis for much of shmone esrei.)
Don’t get the latest Blackberry (Z10) if you want to be able to in install a web filter.
Galaxy (Android) better as a business phone, otherwise choose based on price and size.

That reason sounds very unlikely, given that the work on the ???? ????? ?????? predates the Artscroll shas and is in universal use.

More likely is that such a task is too huge, and they have to limit themselves to what’s possible, as you indicate. The ???? ????? ?????? is far from complete and a much larger work than the Artscroll shas.
