Rav Chaim Kanievsky addresses this in his sefer Orchos Yosher, in the chapter about the beard. He writes disapprovingly of those in Eretz Yisroel who put their payos behind their ears, while more sympathetic of those of us in Chutz La’Aretz who do so. See there.
