Thus, the OP was presumably asking about restaurants in either Manhattan or Brooklyn, both of which are, as you noted, in NYC.
Alternatively, the OP could have been asking about restaurants in Brooklyn, meaning the Brooklyn in NYC, as opposed to any other Brooklyn.

You’re actually wrong. Brooklyn is not. Part of NY City. Brooklyn is a city itself just like New York City (aka Manhattan). Those in the know understood that what was meant was, restaurants in New York City AND BROOKLYN.

Brooklyn ceased to be a separate city in 1898 when it was merged into New York City along with Queens, Staten Island, and the part of the Bronx that hadn’t already been annexed.
