I heard someone quote a rav saying that before mashiach comes a lot of neshamot have to come down to this world and that’s why there are a lot of twins being born lately.
does anyone know the source of this? and is it correct?
What makes you think that more twins have been born more recently than in the past? Because your neighbor and friend had twins?
More twins are being born because of better prenatal care. Many single births started as twins and along the way one fetus consumed the other.
What is the historical timeframe when medical science materially increased the survival rate of twin pregnancies?
Actually the increase in twins is due to the increased utilization and success of IVF. Generally multiple embryos are implanted simultaneously as each one has a limited chance of survival ( something of the order of 40%).

Two other factors: fertility drugs that cause multiple ovulation.
Also increased average age of women getting pregnant. Older women have a higher rate of multiple ovulation

I don’t think it’s a contradiction. You’re just confusing the cause and effect.
More multiple births are occurring (for the reasons stated in this thread). Therefore, more neshamos have to come down (or be created) for these extra children.

Or perhaps the opposite – more neshamos had to come down so that Moshiach can come, therefore, Hashem arranged, through His sh’lichim the researchers and doctors, for more twins to be born.
One thing that is not being mentioned here, of course, is that the general rise in population over the last few hundred years (world population passed 1 billion for the first time in history in 1804, now we’re at about 7.3 million) has accounted for far more neshamos than any incidental increase in twins.

Off topic somewhat, but the plague in the mid 1300s killed about half of Europe’s population and a third of the world’s population. It took about 300 years for the world population to recover to pre-plague levels.
