Here are a few to twist your brain before Yom Kippur. Please share yours as well!!
1. Where is the only place in Tanach where you have 3 consecutive words with the same exact letters, each word with different pronunciations, and different definitions (same exact letters… kodesh and kodoshim are not the same letters, and the words can be spelled the same way but they don’t have to be… for example each word can be spelled kuf dalet shin [as long as it’s a different pronunciation and definition] and the third word can be shin kuf dalt)?
2. What are 4 Berachos (in Chutz La’Aretz) that are only made once a year?
3. Besides for Pesach, Chanukah, and Sukkos, when can you have Kri’as HaTorah 5 days in a row?
4. When did HaShem turn the waters of the world into chocolate (this is a pun)?

The answer being in a senerio like this year where we Lein on Rosh Hashana (Thursday and Friday), The the regular Shabbos Leining, then Sunday because of Tzom Gedalyah, and then a regular Monday Leining!

2) Hadlakas Nerois for Yom Kippur, When one sees a tree budding, Lishmoa kol shofar when the second day of Rosh Hashana is on a Sunday and being killed al kiddush Hashem (once in a lifetime).
3) Like mentioned above- this year. The other answer I heard- when Rosh Hashanah begins on a Friday- doesn’t happen in modern times.
4) Vayoshoku Hamayim.

An Eretz Yisroel resident could’ve answered “Shavuous night kiddush” (among other brachos), which is made once yearly in E”Y and twice in C”L.
[It’s not being dense at all. The key word “even in Chutz La’Aretz” may not be equally implicit to all readers.]

but when done at the same time they are both mutar
made up example: wearing a yellow shirt is assur
walking on grass is assur
but if you walk on grass while wearing a yellow shirt, both walking on the grass and wearing the yellow shirt are mutar at that time

I don’t see why your first answer is correct. The second answer is close. The Mishna Berura gives the example of a storm on Shabbos and you outside the Eiruv. You wearing it by clothing allows you to rescue it.

thats riddle etiquette, a true answer is acceptable even if it is not the answer that the asker was expecting.

Minor nitpick: It’s a mitzvah for a king to have a sefer Torah with him at all times. It is not, however, a mitzvah for him to wear it on his arm. It may have been done that way for convenience, but it’s certainly not required.
