Shaving/Haircuts in the 3 Weeks

Depends who you hold by. R. Yosef Soloveitchik held that the 3 weeks until Rosh Chodesh Av is akin to the 12 months of mourning for a parent (9 days = sheloshim, 9th Av = shiva). Shaving is thus permitted when one is criticized for being unkempt (Yoreh Deah 390.4). One who shaves every day and is uncomfortable with not shaving is automatically in such a category as well. (Again, until 1st of Av).
