In honesty, the “best” way, in anything in life, is relative.
While for some the “best” way may be to slave over their mishloach manos for days, making something exquisite, for others (think: many mothers with young children), the “best” may mean the simplest mishloach manos to make, leaving them un-frazzled and calm for their brood.
That, to me, is the “best” way to do the mitzvah.
But its all relative, as long as you’ve fulfilled the halachos.
The reason we give shalach manos is to be “maarbeh rayos” which means to create more friendship therefore if you only give to those that you are already close with then you aren’t accomplishing this you are just keeping up the status quo.
Look up the halachos regarding the mitzvos of purim.
Bigboy – Thanks. I believe I do know the halochos quite well and would be grateful for a Mekor in Shas, Rishonim or Achronim for davka giving to people you are not friendly with. As it happens, sevoro says fakert. Being marbeh reiyus (I think that’s more the pronunciation), is mashmah there is already a reiyus between you which you are being marbeh (loshon ribui = more, you cant have more if there isn’t anything there already).
