According to Rav Simcha Bunim Cohen (Laws of Daily Living, Vol. 1, page 174), one who was awake all night should say Birchos haShachar, with the exceptions of those that refer to sleep – Elokai Neshomo and haMa’avir Sheinah, which they should be
yotzei by listening to someone else.
This does not include Birchas haTorah – AYLOR about it if necessary.

If you don’t have someone to be motzi you, you can’t say it if you are a girl, and you need to be yotzei from Ahava Rabba.
I’m not sure if a boy is allowed to say it if he really has no one to be yotzei him, but for boys it shouldn’t be such a problem to find someone.

January 29, 2017 6:47 pm at 6:47 pm #1212769mik5ParticipantAccording to Chabad custom, one recites all of the morning blessings even if he did not sleep, with the exception of Asher Yatzar, which can be recited only if one (1) performed his bodily functions and/or (2) slept for half an hour, in which case he is like a new creation. Otherwise [if one did not sleep and is unable to relieve himself], Asher Yatzar is to recited without uttering the name of G-d or mentioning His Kingship.
Nevertheless, the non-Chabad custom is to skip al netilas yadayim, unless one relieves himself, in which case he can say it. Or he can hear it from someone else.
Elokai Neshama – one can hear from someone else.
The blessings on the Torah – one can be yotzi by saying Ahava Rabba and learning after the morning prayers. If one slept 30 min. the day before his sleepless night, he can say it. If he had in mind the day before that the blessings on Torah study should cease to be effective the following dawn, that is also good.
“WHO REMOVES SLEEP, etc.” – one hears from someone else.
Personally, I follow the Chabad custom in this matter.
January 30, 2017 12:42 am at 12:42 am #1212770Geordie613ParticipantThe reason for the Chabad custom, is that the Shulchan Oruch HaRav/The Alter Rebbe holds that the brochos are on the general hanhogo of Hashem not on this specific day. E.g. Hamaavir sheino, is thanking Hashem that I wake up every day, not specifically today. So even if I haven’t slept, I can still say it.

You do say birchos haTorah even if you did not sleep during the day before.

According to the Kitzur Yalkut Yosef (Siman 46, Halacha 9): If someone is up the entire night, he must say the entire birchos hashachar except for al netilas yadayim and asher yatzar.
If he uses the bathroom, he does say asher yatzar but not al netilas yadayim.
This is different than the MB (who most Ashkenazim follow) in the following ways:
1. According to the MB, you would not say Elokei Neshama or hama’avir (as mentioned by the OP). According to the Yalkut Yosef, you do.
2. According to the MB, you would not say birchos haTorah unless you slept the day before. According to the Yalkut Yosef, you do, even if you didn’t sleep the day before.
3. According to the MB, you do say al netilas yadayim if you use the bathroom. According to the Yalkut Yosef, you don’t.
