My gut instinct is that the OP is very young and immature. Say like a 15 year old male.

“Retarded” means “delayed”. Sometimes Popa is delayed while ordering his Starbucks coffee…the folks behind the counter are too busy washing the filters with the lard pastry dishes to properly burn the coffee.
