Observanteen, it is not assur to wear eye make-up(Shabbos 80A). The ladies (Bnos Tsion) from the Navi were married ones ( as opposed to single ones). It is from Rashi in Shabbos. However, it is true — some mariied ladies wear too much make-up. For single girls, to wear too much of it is not a middas Chassidus.
