Is it the fault of the store owner, the parent(s) or the child? It is the fault of all three. The store owner should place the machine where it can be monitored to ensure that minors cannot purchase the tickets. Parents should be aware of what their children are spending their money on and the children need to know that they cannot do certain things until they attain a certain age.
