They definitely have all of shas but not sure if they have it in one download.
As a side note they have tons of seforim scanned in. Useful site.

Yes, but if it is called to their attention they remove it. So you have to act fast if you come across anything

You can also get .pdf files for the entire Soncino translation online, one file per tractate.
Koren also sells its English translation in .pdf form.
