The OU has an article on their website regarding the halachos if a hurricane hits on Shabbos.

Remember, don’t be stupid! Your life comes first. If the conditions are severe, don’t go to shul! Stay indoors where it is safer.

Technically, it’s mutar to have a huricane on Shabbos, but a yirei shomayim should be machmir. 😉
