    Are we noheg to refrain from taking haircuts on rosh chodesh or is it permissible?

    We take haircuts Erev Rosh Chodesh, l’kovod Rosh Chodesh.

    depends which rosh chodesh Iyar and Av is a machlokes. otherwise it’s ok.

    There’s a Minhag not to. I believe it’s from the Tzava’ah of R’ Yehudah Hachassid. Whether or not that creates an obligation on everyone is a Machlokes Haposkim.
