    Did you get a piece of cake from the gabbai this morning, after Shachris, as a handout in case it had been decreed last Yom Kippur that you shall take tzedakah this year?

    You should give the gabbai a few dollars after he gives it to you.

    It is because they want mechila from anyone that may have been insulted by not receiving an aliya etc.

    The main reason is that if it were decreed the past Yom Kippur that you will have to accept handouts this year to support yourself, and it remained unfulfilled thus far, this is your “handout”.
