Additionally, if you wear a regular belt & a gartel on top of it (under your jacket) – it may be a shailah of hotzaha on Shabbos, as you are only allowed one belt on top of each garment, not 2. (Chagurah al gabai chagura)

I am asking why that black cord is specifically tied over the jacket (where it looks absurd), instead of under the jacket.
Does anybody know?

Most people wear a regular belt on their pants & putting a gartel on top of that – under their jacket, might create a Shabbos problem.
I’m also not sure why it looks absurd. Why is it more absurd than a necktie???
