Vienna is not a Chabad outpost, its actually quite chassidish. It sort of reminds me of Antwerp except on a bit smaller scale (Antwerp is a small city and has more jews than Vienna)
There are at least 4 or 5 kosher restaurants and Chassidic shteibel, I am sure there are Mikvahs there too.
Some smaller cities in Europe are Chabad outposts, Prague sort of is, Venice for sure is. Vienna sort of shocked me. I was very surprised to see Chassidish looking people just walking in the street and taking the trams
