if you insist – the first one was “gadol” as he was involved in billions of dollars of questionable transactions. The second could actually be a gadol if he knowingly risked his life to protest. It is also possible that he made that statement trying to save his company from sanctions, but had crossed some other criminals. So, he is sofek gadol.
