my friend is going to lakewood next week and desperately needs a car there. are there any places to rent from below 21 that are not crazy expensive? or are there any circulars, etc in lakewood where we can ask if anyone has a car to lend (she’ll pay)????

If you/she has a credit card issued by USAA (a USAA member) you/she can rent from Hertz at any location, if they are over 18 without a surcharge. Depending on the type of card insurance might be free also.
