One can always head over to Fort Lee, NJ bike across the GWB, down the West Side to the Brooklyn Bridge, save the tolls and still catch Maariv at the Marriot.
You’re better of taking the Bayonne Bridge, Staten Island Ferry, and Manhatten Bridge.
Not tolls on local roads, toll on the entrance ramp you get back on. Just like GSP does in some places. Obviously if you are willing to bypass the whole 11 miles they have nothing to charge you for.

Certainly. Go to Google Maps and check the “Avoid tolls” box. I would recommend the US-20, I-84, I-684 route, but there are others.
