#1 not all of them don’t cut their Payos a chunk of them do,only that they leave it longer,and those who don’t cut is for the same reason they don’t cut the beard.The reason they don’t cut their beards is that it represents the Tzelem Elokim (Source:zera kodesh)which is not something to play around with the same goes for the Payos.As for shaving the head,the hair on the head represent KLipos(like the nails as mentioned in moed katan)that’s why many chasidish rabbis shaved every week. I actually give you credit for asking as many ppl just tend to make fun rather than seeking an explanation.
