Touro has a fairly low reputation, and relatively high tuition and low financial aid. Public universities are cheaper and better, but presumably if you consider Touro you have ruled out going to a university with goyim. This leaves Yeshiva College/Stern as an option. For a woman, there are some all-female colleges, but they are expensive. There is the option of distance education but that is a problem in some subjects (e.g. becoming a health care professional).
