I would highly doubt that any mainstream Poskim allow using an electronic device on Shabbos (though the logic is definitely workable). Using an electronic wheelchair on Yom Tov, on the other hand, is much easier to be Meikel with. All you would need is for it to be constantly running at very low power on a battery and have pushing a button just increase (by orders of magnitude) the charge in the circuit.
