The neighborhood is a mixture of Americans and locals- I prefer to refrain from the derogatory term used by Toi. The majority of Americans there are serious bnei torah.
There is an adjoining neighborhood called Machal which has a similar mixture. There are quite a number of Americans that are living there for 5+ years. There are young couples there for there year of vacation, but those are found in Arzei and Ramat Eshkol as well
The serious bnei torah are NOT the minority at all.
