In times of war, they would execute draftdodgers. Chazon Ish made a neder to write a sefer as he was trying to escape from the Russian soldiers combimg Minsk(Russia) for draftees. If the Jews in Russia would try to openly defy the draft they would get firing squads and pogroms in response.
