shmoel: if you leave 20 lights instead of 200 lights, I would guess the amount saved would be more then just minimal. And they still don’t need 3 BMs fully lit up all night!
zalman: maybe some of them. And for a empty building (my second case), the FD wouldn’t care if all lights are off…
RABBAIM: in my second case, the Yeshiva has big flood lights around the whole building. And you don’t need lights on on the 3rd and 4th floor to deter robberies!
