People skipped the “minor” fast days before the shulchan aruch. Some continued the tradition. The Chayei adam is very mekel about shiva asar b’tammuz and on shabbos someone mentioned to me b’shem his father that in Europe many people would eat because without it they couldn’t work (and if they didn’t work they wouldn’t eat the next day and so on)
