That pasuk does not refute replacement theology because it can be interpreted to be simply saying that the descendants of Avraham, Yitzchak, and Yaakov will never be obliterated. That is besides the fact that there are varying views on what replacement theology implies anyway, with some definitions not even going against our traditional pshat in the pasuk.
