There are many possibilitys.
* Elka a form of Elizabeth.
Elizabeth is the Greek form of the Hebrew name Elisheva.
* Elka a variant of Elke (Old German, Yiddish?)
* Elka a Feminine form of ELKANAH (Hebrew)
