These people leave their families during the shabbos meal, leave shul on yom kippur, leave their jobs, leave their bed, etc.- all so that you shouldn’t have to call a taxi when you get a broken arm or a cut that needs stiches.
I’m ok with them taking advantage of their legally granted perks. The DOT permit does not say it can only be used during an emergency, and that isn’t the law.
