So if there is a good chance he will use the money to buy drugs -it would be Ossur to give him money. If you know that – let’s say for example, he is in a Methadone program -so most of his drugs come from there, you can give him money because it’s unlikely he will spend it on drugs. But on the other hand, if he isn’t, he will probably spend his money on drugs which yours is a part of. This would be Ossur!
