the bare minimum is brochos, baruch she’omar, ashrei, yishtabach, birchos krias shema and shema, shmone esrai (i don’t know what the story is with tachanun whether it is considered attached to shmone esrai in this regard). everything else can be said without tefillin (this is referring to a typical weekday davening)
