1 mil sounds like a stretch. BP has perhaps 4,000 head of household, so at best (figure 8 people per house) you’re looking at 30-35 thousand. Times that by 5-6 really big communities (Lakewood, Monroe, Willy, Flatbush, ect) and you’re still at around 200,000.
A million? In NY alone? In fact, probably not even in the entire USA.
