Reading these posts, it seems unclear what exactly the neighbor did to upset the downstairs people. A treadmill once late at night and once to what seemed was early morning? Other than that, it doesn’t seem to indicate “loud and obnoxious neighbors” as this thread is called. Can you clarify?
