I’m not 100% sure on this but, I think the reason that she was charged w Reckless Driving and not Negligent Homicide (as you are want to say) is because texting is a lesser offence than driving while intoxicated. Had she been drunk or under the influence of drugs she most probably would have been charged with the higher count of Negligent Homicide.
