I’m with Wolf andf Aries. I doubt its the “money”, as much as the attitude of entitlement that today’s kids have.
The parents should advance the money (I’d guess its under $100) and have the girl work to pay it back (say $20 / week). That can be earned with ease, and it makes both sides feel like they won.
