No he said only when one is certain he will harm another child! That is what he said. And no the police will not prosecute anyone, because they need the parents and the child to do that. So if they have nothing to go on, they just can’t go! So again I say MOQ is incorrect and one should trust those who have the most expertise and training in the field.
