Than why doesn’t a single sefer say that?!

Besides, you are forgetting there are 2 reasons.

1. You are disturbing the persons Kavana

2. The Shechina is there

So first of all, who says how much Kavana is required for the Shechina to be there? Maybe the littlest bit is enough. Or maybe the Shechina is there automatically when one starts Shemona Esrei Hashem comes to hear our Tefillos, regardless of his Kavana levels. Of course we have a responsibility to have kavana when we daven.

Now on the other reason, the Kavana aspect so even if you will say that we have very little Kavana, we still have some Kavana and therefore it is assur to distract someone because you are ruining whatever Kavana he does have. Basic bein adam lchaveiro here! There’s no heter to distract another person who is davening!

I have seen it brought down in contemporary Halacha seforim that someone who talks in shul and thereby distracts others who are davening are guaranteed 100% that their Tefillos WILL NOT BE ANSWERED!!!

So obviously Halacha values our Kavana.
