There are kiruv programs in the US that do it, they have a system and workbooks that teach them how to read hebrew. As for speaking, probably most people on the CR don’t speak a good hebrew and they went through many years of school. The only way is to come to Israel, abandon your english and make many mistakes. You can’t learn fluent hebrew in the US unless your in a community that only speaks hebrew (where is that??). Yesodei Hatorah in Atlanta, Pheonix and other places have a good method for reading.
