Kapusta, your post puts me in mind of why I am so glad we have an eruv. My feeling is that there are Jews all over who are not shomrei Torah u’mitzvos. Maybe they are mechallelei Shabbos every week. But if there is an eruv in their city, at least they are committing one less aveira, even if it is unwittingly.
